PabloS suggested that a Tranparency map might be used with the Fog Tool to simulate Rain. I think he was right!
Fog Tool, Back Drop Tool. This uses the High Heel Jog walk blend from the Millennium Walk designer Update. It only took about 5 minutes to setup the scene, however it took a P4/1.8 Nearly 3 hours to render the animation.
